This is driving me nuts. I remember a cartoon movie/special from Nickelodeon's Special Delivery, seeing it around 1989 or 1990.

I remember the animation as being somewhat flat and pale, similar to Jay Ward (Bullwinkle) and Animated Investments (The Tin Soldier, The Velveteen Rabbit). A tall thin white man with long white hair and a thin black mustache is thrown off a ship and spins in the water, almost dies, and is mourned/saved by merpeople. He wore an 18th century tricorn hat, black breeches, jabot, and a frock coat. Sad music played as they carried his body on a fancy canopied litter. My sister remembers his coat being red and that he washes up on a beach.

Does anyone know what this is?
