I think that sounds right- been a while since I've seen any SilverHawks, unfortunately...
Okay- is he a sidekick to a villian and/or a secondary villian, as opposed to the arch enemy?

I kept hoping someone would guess Melodia so we could check off all the M villains in Silverhawks. . haha! 
Anyway, Yes, it is the Master of Disguise himself, Mo-Lec-U-Lar.

Outside of MonStar- Mo-Lec-U-Lar is the other villian from SilverHawks I remember pretty well- Mumbo Jumbo I kinda vaguely remember from the opening and I do recall Melodia- but I knew she couldn't be it.
And if it's Rankin-Bass in the '80s, there are really only three choices- ThunderCats, SilverHawks, and The Comic Strip (TigerSharks, Karate Kat, Street Frogs, The Mini-Monsters)
If it hadn't been Mo-Lec-U-Lar, I was about to guess Monkian from ThunderCats though I think that would have been a stretch...
Cool- good choice. Mo-Lec-U-Lar was a pretty interesting villian from SilverHawks- which, by the way, if you hadn't already heard- the show might finally be getting the rest of its episodes on DVD! Apparently, MonStar's bit cameo appearance in the 2011 ThunderCats "Legacy" episode was enough to get Warner Bros. interested in doing something with this property again... But I saw that episode and I feel kinda doubtful that his appearance would really get that many people interested in SilverHawks again... I was expecting more of a full out crossover, so it was kinda disappointing. If they actually had had the ThunderCats meet the SilverHawks and TigerSharks and had all three join forces against the combined armies of Mumm-ra, MonStar and T-Ray- then I would have been super psyched! Actually, I wish they had done a special like that back in the '80s with the original three shows.

I was a biog fan of Silverhawks and Thundercats as a kid. Sadly I watched very little of Tigersharks but still remember.
and yes that episode that featured MonStar in the new Thundercats cartoon also featured a very nice reference to the Tigersharks. Even a redesigned Mako got the spot light for all of 5 seconds.
I agree a crossover would have been awesome., Maybe they can do it in this show, and spin it off into a new show for the Silverhawks at least._________________ Haven't thought of one yet, when I do i'll put it here.
