90s tv movie? black ink/tar/etc. spreading everywhere?

very hazy memory of this, but i think it was a cartoon movie, possibly on cartoon network, most likely from the mid 90s. i can't remember any of the plot, however i do recall one scene where the main character - a child - and perhaps one other character are running up stairs to escape from this spreading black ink/tar.
more vague details: -possibly in black and white or at least limited color.
-part of the storyline may involve the cartoonist spilling the black ink on the drawings
