Yes! Congratulations, moalpine!
It is McGee from the Christian video series "McGee and Me!" produced by Focus on the Family in the late 1980s and early 1990s. This was always a fun blend of animation and live action that I enjoyed watching as a kid. The book series is pretty cool too- it adds a lot to the episodes.
And it has aired at least once as part of the ABC Weekend Special- the first episode "The Big Lie" aired back in 1992, according to Wikipedia. But I've also seen it on TV in other places- TBN might still air it actually.
